About the Forensic Services and Coroner’s Complex Project

In June 2010, Concert secured its first public-private partnership project, co-leading the design, build, finance, and maintenance of the new 663,000 square feet Forensic Services and Coroner’s Complex (FSCC) located at the Downsview Complex in Toronto, Ontario.  The Facility is an advanced medico-legal facility.

The project is being delivered under Ontario’s alternative financing and procurement framework with annual payments from the Ontario Ministry of Community Safety and Correctional Services over a 30-year term. The payments cover the design, construction, project financing and building maintenance for the 30-year project concession period following the completion of construction. The concession period concludes in 2043.  The project has a contract value of $497.0 million.

Concert Infrastructure’s Involvement

In June 2010, Concert Infrastructure secured the opportunity to co-lead the delivery of the Forensic Services Coroner’s Complex project under a design, build, finance and maintain project agreement with the concession period concluding in 2043.

Concert Infrastructure holds 100% equity interest in CSS (FSCC) Partnership, the project company responsible for the delivery and management of the project.
